Fiscal, Legal, and Public Affairs
Fiscal, Legal, and Public Affairs Joe Sloan, director
leadership in support of the mission of NationsUniversity and for insuring the integrity
of all related functions. The Director of Fiscal, Legal, and Public Affairs develops and
executes policies relative to (a) funding, (b) financial management, and (c) legal and
public matters. These policies are consistent with those adopted by the Board of
Regents, harmonize with those of other divisions of the University, and have the support
of those who are charged with their execution. The Director chairs the University's
Finance and Investment Committees. In addition, the Director establishes, equips, and
maintains the Home Office, the Office of the Board of Regents, and other offices that
are necessary for administering the programs of the University. Specific aspects
associated with Fiscal, Legal, and Public Affairs are outlined below.
a. Funding Kathy Clark, Gary Waller
Scope: Funding relates to those responsibilities and activities associated with
the identification, solicitation, receipt, recording, and reporting of funds that are
required to operate the University. The sources of funding fall into four general
categories: (1) individuals, (2) foundations, (3) institutions, and (4) student fees.

Job Description: Reports to the Director of Fiscal, Legal, and Public Affairs.
Responsible for overall leadership and management of the University's fund
raising efforts. Plans, develops, and executes strategies for obtaining private
donations; identifying, cultivating, and soliciting major gift prospects
(individuals, corporations, and foundations). Develops and closes major gift
donations. Identifies and utilizes resources including volunteers, faculty,
staff, publications, and the Internet to identify linkage, ability and interest of
major gift prospects. Supervises systematic efforts to identify, solicit, steward,
maintain, and upgrade annual and monthly giving donors. Manages annual
and special fund raising campaigns.
b. Financial management
Scope: Financial management is meant to include planning, directing,
monitoring, organizing, and controlling the monetary resources of the
University. Included in financial management are those responsibilities and
activities associated with the disciplines of accounting, investing, budgeting,
and planning.

Job Description: Reports to the Director of Fiscal, Legal, and Public Affairs.
Leads the annual and long range work planning and budgeting cycle to
implement the overall strategies and policies of the University. Manages
daily accounting, payroll, and related activities. Serves as a member of the
University's Finance and Investment Committees. Coordinates the
integration and balancing of inter-divisional resource needs with available
resources. Additionally, the function of Financial Management shall:
(a) Implement the financial accounting rules and procedures to be
followed by the institution and its staff members.
(b) Assure that staff accountants and bookkeepers have the
training and experience necessary for their positions and for the
performance of their work.
(c) Assure that financial reports are produced as required, and in
sufficient detail, to meet state and federal requirements for
maintaining the corporate license and the institution's tax exempt status.
(d) Review periodic financial statements prepared by the staff to
assure that revenue and expenses are consistent with the annual
budget, and advise the Board of Regents and the CEO when
corrective actions need to be taken.
(e) Conduct random financial audits as necessary to assure that the
financial procedures being followed by staff are consistent with
institutional policies and generally accepted accounting principles.
(f) Advise and assist the Board of Regents in the engagement of an
external auditor to conduct periodic financial audits, as requested
by the Board.
(g) Insure that all internal bookkeeping functions are performed on
schedule and are properly recorded and reported.
c. Legal and public matters
Scope: The function of Legal and Public Matters is responsible for overseeing the
legal and public affairs of the University. Assures that all legal requirements are
met in order to maintain the right to function as a teaching institution and award
degrees. Monitors publications and promotional activities to insure compliance
with policies and relevant laws.
